A total sum of S$13.4 million was spent building Tampines Regional Library. It is the first library to be managed by a committee of residents working under the leadership of Paul Cheung (Dr), who was the Chief Statistician of the Department of Statistics. It is also the first library to provide facilities such as automated check-ins and check-out kiosks, video-on demand terminals, satellite television, international databases, a commercially-run bookshop and an IT gallery.

The reference collection of Tampines Regional Library is shelved together with the lending collection instead of separate shelves. This is to allow library users to have access to it on weekends unlike other branches where the reference section was closed on Sundays.
